Facility Plan & Expansion
RTW produced an updated 201
facility plan for expansion to the existing plant. Work included
existing treatment capacity analysis and an environmental
assessment including
wetlands, floodplain, and water quality issues. RTW
coordinated with Eagle County, the Northwest Colorado Council of Governments,
and the Colorado Department of Public Health & Environment (CDPHE) for
plan approval. RTW assisted CDPHE Outreach &
Assistance Unit in the FONSI preparation and approval of the Water Pollution
Control Revolving Fund Loan for the District. This involved presentations
to the Eagle County Planning Department and the County commissioners with
public comment response.
A $16
million expansion of this 2.95-mgd nitrifying activated sludge facility
began with a detailed predesign evaluation study, with considerable
District staff input during several tours and workshops. Facilities included
a 6.0-mgd raw wastewater lift station using two 54"-diameter screw pumps;
a headworks building with advanced odor control, state-of-the-practice mechanical
filter screens, grit classification, and grit dewatering; two new primary
clarifiers; conversion of two existing aerobic digesters and two existing
secondary clarifiers to aeration basins and modifications to the existing
aeration basins; two new 60'-diameter secondary clarifiers; rotary drum
thickening and polymer facilities; and ATAD biosolids processing and high-solids
centrifuge and dewatered cake conveyance system.
